The purpose of this step is to
Determine:
What data are required for the business area to be efficient,
How the data can be reused,
What the data standards from this business area are,
What the business area databases should look like.

Step objectives
Identify priority data that are important to the Business Focus Area.
Enhance interoperability among DOI information systems by promoting data structures and data exchanges.
Identify and reuse quality data.
Expose data standards to a broader DOI community and seek input from that community on how shared data is best structured.
Provide database schemas and data exchange standards that are based on standardized data.
