The purpose of this step is to
Determine:
How the Business Focus Area can manage the changes imposed by the Blueprint,
Who is going to lead the transformation,
A funding strategy for the transformation,
How progress and value will be communicated.

Step objectives
Establish implementation plans and the Core Modernization Implementation Team.
Establish communication and outreach to facilitate implementation.

Enterprise architect
Investment Review Board (IRB) (for review and approval)
Interior Business Architecture Team (IBAT (for review)
Architecture Review Board (ARB) (for review)
