The purpose of this step is to
Describe how the Business Focus Area performs its business today.
Describe the resources (people, technology, data), the business rules, and the functional activities within the specific focus area of the Business Process Reengineering process .
Make recommendations for how the Business Focus Area can perform its business more effectively and efficiently in the future.
(This step forms the basis for future system requirements (e.g. input to Form 300))

Step objectives
Identify and document inefficiencies of current business processes.
Identify potential opportunities for process harmonization across departments, geographic locations, Bureaus, etc.
Identify opportunities for technologies/services to automate processes.
